Important Changes to Foal Registration – What You Need to Know

Many of you will be aware of Racing Australia’s recent enforcement of stricter foal registration deadlines. These changes take effect from August 1, 2025, and will impact all breeders nationally.
The New Rules – At a Glance
Under the updated regulations, both the Mare Return and Foal Ownership Declaration (FOD) must be lodged within 30 days of the foal’s birth. The penalties for late submission are significant:
0–30 Days: Standard processing fee – $140
31–60 Days: Late fee applies – $360
After 60 Days: Foal is ineligible to race in Australia
An appeal can be lodged for $500. If successful, eligibility is reinstated and the appeal fee refunded (the $360 late fee still applies).
These requirements fall under Australian Rules of Racing AR285–AR287, aimed at improving traceability and ensuring the highest standards of equine welfare and integrity.

How Alma Vale Will Support You
We understand these changes may create concern — but please rest assured, Alma Vale will manage this process on your behalf if your mare foals with us to ensure full compliance.
If you already have a Registered Breeder ID and have supplied it to us, we have it on file.
If you do not have a Breeder ID, or prefer not to use your own, foals will be registered under Alma Vale’s ID by default.
A Breeder ID application form is attached should you wish to apply for one — please return it directly to the Australian Stud Book. Once registered please then advise us of your breeder ID.
Most importantly, Alma Vale will lodge all mare and foal returns within the 30-day window to safeguard your foal’s racing eligibility.
